The Department of Finance and Financial Policy was established following the reorganisation and transformation of the former Department of Finance in the 2019/2020 academic year. Since 1 October 2020, the Department has been headed by dr hab. Anna Moździerz, Associate Professor at the Krakow University of Economics.
The Department’s research focuses on the phenomena and processes related to fiscal policy, monetary policy, and the financial sector. In particular, comparative studies on the institutional aspects of financial systems are conducted. Particular emphasis is placed by the Department on comparative analysis of the institutional aspects of financial systems. A key objective of this research is to identify, analyse, and critically evaluate institutional evolution of the Polish financial system.
The main issues addressed in the Department’s research include:
- Evolution of regulatory frameworks in the financial sector
- Assessment of the effects of public finance decentralisation in Poland
- EU budget functioning
- Fiscal consolidation in the EU countries
- EU public aid system for enterprises
- Cooperative banking as an integral part of financial systems in Poland and other European countries
- Risk management in financial institutions
- Consolidation in financial markets
- Efficiency and competitiveness in the banking sectors in Central and Eastern European countries
- Relations between banking sectors (including mortgage banking) and the financial markets
- Institutions and instruments for financing real estate investments
History of the Department
Financial sciences have been present at the University since its establishment in 1925, although at that time they did not function within a separate organisational unit. A distinct unit devoted to this discipline was first created in 1947 under the name Treasury Department, headed by Prof. Stefan Bolland. In 1949, two additional departments were established: Banking I and Banking II.
Following the transformation of the Academy of Commerce into the University of Economics in 1950, these three departments were consolidated into the Department of Finance and Credit, which in 1958 was renamed the Department of Finance. In 1950, the Department was headed by Prof. Feliks Młynarski, while in the years 1951–1969 this function was performed by Prof. Stefan Bolland. In 1968, the Department of Finance was reorganised into the Institute of Finance. Prof. Stefan Bolland served as director of the Institute until 1972, and from 1972 to 1989 the position was held by Prof. Roman Domaszewicz. From 1989, i.e. from the retirement of Prof. Roman Domaszewicz, until the closure of the Institute of Finance in 1992, the function of director was performed by Prof. Franciszek Skalniak.
Since 1993, Prof. Stanisław Owsiak has headed the Department of Finance at the University of Economics, and from the 2007/2008 academic year, at the University of Economics in Krakow. In 2016, Prof. Maria Kosek-Wojnar was appointed head of the Department of Finance at the Faculty of Finance and Law of the Cracow University of Economics (CUE). In the 2019/2020 academic year, the Department of Finance was renamed the Department of Finance and Financial Policy. As a consequence of changes in the organisational structure of the University of Economics, two units previously operating within the Department’s structure—the Department of Financial Policy and the Department of Financial Institutions—were dissolved. Since 1 October 2020, the Department of Finance and Financial Policy has been headed by Prof. Anna Moździerz, PhD.
